New Features

- Time Chart fixed scale marker on the price axis can be clicked to reset to auto scale

Bug Fixes

- IQFeed data server cannot be started, introduced issue in build 33
- Global cross hair toggle using keyboard shortcut Shift-Tab is in conflict with regular Windows field navigation. Modified to toggle setting only when a time chart is the active window
- After switching into offline or disconnected from order server, issue Sync Position in Account Manager>Live Systems can crash NeoTicker
